Aquarium heaters and tropical fish?

I am getting 2 endler’s live breeders, 3 jumbo neon tetras, 3 head and tail light tetras, 2 black neon tetras and 2 assorted mickey Mouse Platties.

Use the heater !!!

The live bearers may survive at 66, but the Tetras will die, quickly.

The endlers are the only real low temp fish in that group, but they can live fine at 78F.

So set it at 78 and everyone will be happy.

I would add the live bearers first and let them cycle the tank, then add the tetras later once the tank is running smoothly.

Good luck, and good move on getting a decent size tank, it does make life much easier.
