1x 5-10 gallon tank
1x soft filter such as a sponge filter or trickle filter
1x heater suitable for the volume
soft decor of choice – no sharp decor, no plastic plants, nothing the fish can get stuck in
1x master liquid water test kit
1x water syphon
2x buckets for water changes
1x thermometer
1x pack high quality betta food

And research on how to do the nitrogen cycle, which takes 2-6 weeks. You can never buy fish and tank at the same time! A lot of stores refuse to sell that anyway.

A Betta has the same basic needs as any other tropical fish, they need a filtered tank that has completed the nitrogen cycle and gets weekly partial water changes.
